A battery inside a product isn’t a spec detail — it’s a separate cargo category with its own set of international rules. The moment a product (a light fixture with built-in lighting, a power tool, a robot vacuum, an e-scooter, a UPS, garden equipment, a smart lock) contains a lithium-ion or lithium-polymer battery, the shipment is automatically classified as UN Class 9 dangerous goods — no matter how ordinary the item looks. Without the right paperwork, the shipment sits at the terminal instead of moving to the recipient: batteries are the second most common cause of unplanned holds on shipments from China, after HS code errors.

This article covers exactly what carriers and customs require, how the rules differ between sea and air freight, and what to request from a Chinese supplier at the order stage — not after the goods have already reached the warehouse.

Why a battery changes the entire shipping process

Lithium batteries are prone to thermal runaway — a self-sustaining reaction that ignites and is hard to extinguish aboard a ship or aircraft. That’s why regulators (ICAO for air, IMO for sea) require a separate testing protocol, documentation, and labeling for batteries, regardless of whether the product itself is a power bank, an e-scooter for a hotel fleet, or solar-powered outdoor lighting.

Classification depends on how the battery is packed relative to the device:

  • Standalone cells (battery shipped separately, not installed in or packed with a device) — the strictest category, codes UN 3480 (lithium-ion) and UN 3090 (lithium-metal).
  • Battery installed in equipment — codes UN 3481 and UN 3091, with lighter requirements.
  • Battery packed with equipment but not installed — an intermediate category under the same codes, with its own labeling.

UN38.3: the certificate a shipment won’t move without

UN38.3 refers to section 38.3 of the UN Manual of Tests and Criteria — mandatory for any international shipment of lithium batteries. The protocol includes 8 tests: altitude simulation, thermal cycling, vibration, shock, external short circuit, mechanical crush/impact, overcharge, and forced discharge. The factory receives a UN38.3 Test Summary Report covering a specific cell model and battery assembly.

The key nuance: the report isn’t a one-off or per-shipment document — it covers every future shipment of the same model. But a change in the protection circuit board (PCB), capacity, cell supplier, or configuration requires a new report. Carriers and customs check the model number in the report against the actual product, not the brand in general.

Watt-hour thresholds: where air freight cuts what sea freight allows

For air freight (IATA DGR rules), a watt-hour (Wh = voltage × amp-hours) limit applies to battery energy content:

MSDS, labeling, and the dangerous goods declaration

Beyond UN38.3, a shipment also needs:

  • MSDS/SDS (safety data sheet) — a 16-section document under the GHS standard covering chemical composition, hazard class, and handling rules. Prepared by the cell manufacturer; for well-known brands (CATL, BYD, EVE, LG, Samsung SDI) a data sheet is usually already available.
  • Class 9 labeling — a diamond-shaped dangerous goods marking on every package, plus a Shipper’s Declaration for Dangerous Goods for larger shipments.
  • Packing Group II packaging — the carton has to pass a drop test from a specified height; standard, unreinforced cardboard packaging isn’t accepted by carriers for DG cargo.
  • State of charge (SoC) — for standalone lithium-ion cells shipped by air, many carriers require charge levels no higher than 30% of rated capacity, to reduce the risk of thermal runaway in flight.

Mini-case: solar garden lights held at port for two weeks

A client ordered a batch of solar-powered garden lights with a built-in Li-ion battery for a villa landscaping project — shipped by sea, LCL, 4 m³. The supplier verbally confirmed “all documents are in order,” but when preparing the invoice and packing list, shipped without a UN38.3 Test Summary Report and without Class 9 labeling on the cartons, saving time on paperwork. The shipment cleared the consolidation warehouse at origin, but on arrival the container was selected for a random DG inspection: non-standard labeling and a missing declaration were flagged. The batch was pulled from consolidation, repacked, and held at the terminal for 13 days while the agent chased down the report from the factory after the fact. Demurrage and the delay completely wiped out whatever was saved by skipping the paperwork upfront.

Checklist: what to request from a supplier before ordering

  • UN38.3 Test Summary Report for the exact battery model — check the model number in the report against what’s actually inside the product.
  • MSDS/SDS for the battery, and for any chemical components in the device itself.
  • Watt-hours and lithium content (g) — spelled out in the spec, since this determines which category the shipment falls under.
  • The factory’s track record with DG cargo — not every supplier knows how to prepare Packing Group II packaging and labeling; confirm this before ordering, not after the goods ship.
  • SoC at shipment — especially critical for air freight and for large battery systems (golf carts, UPS units, energy storage).

Sea freight is possible, but only with the full documentation package and specialized UN 3480/3090 packaging.

What happens if a battery-containing shipment goes out without the paperwork?

The shipment is almost always caught during inspection at the consolidation warehouse or port — by its labeling, its declaration, or an X-ray scan — and gets pulled from the flight or the container for manual review. That means a 5–15 day delay, a hold on the rest of the shipment, a carrier penalty, and the risk of the cargo being sent back to the shipper.
